Bernie Carolan,
Chief Executive Officer, Metlink Victoria Pty Ltd
Bernie Carolan has had a career of more than 30 years
in passenger transport.
His experience has seen involvement in each of the
train, bus and tram/light rail modes. He has been employed
in Government regulatory bodies, State-owned operating
businesses, a consulting firm and a multi-national private
operator. He has also been a self-employed consultant.
Between 1999 and 2002, Bernie was a Senior Manager and
Director of the National Express companies operating
tram, metropolitan trains and regional train services
in Melbourne and country Victoria, and bus companies
in various Australian capital cities.
In late 2002 the National Express rail businesses in
Melbourne were put under the management of Receivers/Managers;
Bernie was retained by the receiver and was the Managing
Director of M>Tram until April 2004. Bernie is now the
Chief Executive Officer of Metlink Victoria - a company
jointly owned by the franchised operators of the Melbourne
tram and train networks. Metlink has been created to
deliver all marketing, public relations, customer information
and market intelligence requirements for the Melbourne
system and some similar services for V/Line Passenger
and other regional services.

The Hon.
John Arthur Watkins MP, NSW Deputy Premier & Minister
for Transport
John Watkins was sworn-in as Deputy Premier and Minister
for State Development in August 2005. He has been NSW
Transport Minister since January 2005.
Mr Watkins is committed to improving the safety and
reliability of NSW public transport systems, with a
particular focus on rail. John Watkins has previously
held the Ministerial portfolios of Police, Education
and Training, Corrective Services, Fair Trading and
Sport and Recreation.
He graduated in Arts and Law from the University of
NSW and worked as a teacher before his election to Parliament
in 1995.

John Lee, Director
General, NSW Ministry of Transport
The Director General has the responsibility for regulation
of many transport services and the provision of strategic
policy advice to Government at a time when transport
service sustainability and priorities are being re-evaluated.
Mr Lee has a track record of achievement at senior management
level in both the public and private transport sectors.
His experience has made him a strong advocate for practical
solutions to improve public transport mode share.
Over the past four years, he has held a number of positions
within the NSW transport sector, including the role
of Chief Executive to both private and publicly owned
bus companies. Prior to that appointment, Mr Lee was
Executive Director of Communications and Marketing at
State Rail (now RailCorp). There he played a key role
in planning for and executing the mammoth transport
effort that was such a notable success story of the
Sydney 2000 Olympic Games. As part of his current role,
Mr Lee is Chair of a number of NSW Government Committees,
including:
- NSW Counter-Terrorism Committee
- NSW Transport CEO's Cluster Group
- NSW Level Crossing Strategy Council
- Transitways Project Control Group
- Member of the NSW Chief Executives Committee.

Clive
Williams, Director of Terrorism Studies, Australian National
University
Clive Williams, Medal for Gallantry, is a specialist on
terrorism and politically motivated violence. Mr Williams
has a career background as an officer in Defence Intelligence,
which included a number of overseas intelligence appointments.
For example, he was the Defence Intelligence Attaché in
Washington for three years, from 1990 to 1993. His last
position in Defence, until October 2001, was as Director
of Security Intelligence. He is also Director of the Terrorism
Intelligence Centre and is regularly engaged in advising
parliamentarians, government agencies and the private
sector on issues related to politically motivated violence,
security and business continuity. |
Inspector
Matthew Anderson
Inspector Matthew Anderson is on secondment from the Counter
Terrorism Coordination Unit of the Victoria Police Force.
He is currently working with the Victorian Department
of Infrastructure (DOI) with responsibility to assist
public transport agencies to conduct security and emergency
management exercises and to ensure their procedures (written
and practiced) complement the National/State arrangements.
A member of the Victoria Police for 28 years, he has served
at the Armed Robbery Squad, Ethical Standards Department
and the Special Operations Group and the Criminal Justice
Enhance Program (CJEP). Recently, he was awarded a Churchill
Scholarship to study Critical Infrastructure Protection
in the USA, Canada, UK, Ireland, France and Israel. |
Adam
Lawrence, Ross Campbell & Associates
Adam Lawrence is the Director, Terrorism Risk and Security,
at Ross Campbell & Associates (RCA), Australia's leading
Crisis Management and Recovery consultancy (www.crisismanagement.com.au),
and member of the Risk Management Institution of Australasia
(RMIA). As a former SAS officer and terrorism analyst
with experience as an intelligence officer and planner
for operations against al-Qaeda in Afghanistan, Adam is
uniquely skilled to advise business on best-practise preparedness
strategies for the worst case scenario. In 2003 he was
awarded the Queen Elizabeth II Commendation for Distinguished
Service for his role in the "War against Terrorism". He
specialises in the development of enterprise-wide crisis
management plans to mitigate business risks in terms of
operations, assets, earnings, people, and brand/reputation.
Adam has facilitated executive training workshops, simulation
exercises, business continuity and IT disaster recovery
testing, and terrorism risk audits for some of Australia's
largest corporations and government enterprises. |
David
I Harris, Director Security and Emergency Management Department
of Infrastructure, Victoria
Appointed in April 2004, David is the
first Director, Security and Emergency Management in the
Department of Infrastructure. He comes to the role with
a strong background in corporate security and crisis/emergency
management and with substantial experience in the protection
of infrastructure, technologies security, prevention of
and extensive liaison with law enforcement and intelligence
agencies. |
Trevor
Greer, Rail Safety Manager, Yarra Trams
Trevor Greer is the manager of the
Rail Safety Department at Yarra Trams. With 28 years experience
in public transport, trains and trams are Trevor's business.
In senior positions with the Melbourne suburban train
system, Trevor was responsible for operational standards
at all suburban stations, incident investigation and rail
safety. He also managed the Safe Station Project which
led to the establishment of today's Premium Stations.
As General Manager of Swanston Trams he was in charge
of operations and safety performance and with National
Express Group he also headed Safe Travel and Network security,
Australia-wide. In addition to his wide experience, Trevor
has formal qualifications in training, quality standards,
risk analysis, safety and management. |
Simon
Cowen, Managing Director, Skybus Super Shuttle
Simon Cowen is Managing Director of Skybus Super Shuttle,
a family-owned bus company responsible for the safe, reliable
and efficient transfer of one million passengers a year
between Melbourne airport and the CBD. Skybus operates
its service on a high profile route linking two of Melbourne’s
major transport interchanges – Spencer Street Station
and Melbourne Airport – as well as shuttle transfers to
more than 180 hotels and motels in and around the CBD.
Simon’s previous experience in IT project management has
enabled him to introduce world-class ticketing technology
and GPS-tracking to the fleet. |
Wayne
Francisco - Security Governance Specialist
Wayne is the leader for GHD's security
governance and management technical capability, with over
16 years infrastructure management experience that includes
strategic asset and facilities management, and strong
risk and project skills. Wayne currently manages and delivers
a range of infrastructure security projects for federal
and state government and private sector clients, and provides
specialist technical input to a number of other projects
in areas such as risk and incident management. Wayne has
developed security risk assessment processes for multiple
and single site clients, with an emphasis on integrating
security risks into the business risk framework. |

Kerran
Campbell, Global Technical Director - Security, Sinclair
Knight Merz
Kerran Campbell is a Professional
engineer with over 40 years experience and has practiced
as a professional security consultant since 1976. His
work in security has included projects nationally, in
Asia and the Middle East. Kerran has been involved in
the strategic planning, risk assessment, design and
management of security projects for State and Federal
Governments and many blue chip organisations across
these regions.
For the last 6 years Kerran has
worked in the Middle East and has been resident in Dubai
since 2002. In this time he has been the Director responsible
for security on projects such as the Burj Dubai (the
world's tallest tower), Dubai International Airport,
Dubai International Financial Centre and Palm Island
. Kerran specialises in providing security consultancy
advice against high level threats and has significant
experience in the mitigation strategies associated with
the protection of assets and facilities.
Kerran has presented over 50 papers
on security topics at national and international conferences
and seminars and is also an adjunct senior lecturer
in security at Edith Cowan University.

Allen
Fleckner, Director, Critical Risk
With over 20 years security risk
and counter terrorism experience, Allen's career has
spanned seventeen years specialization with the Royal
Ulster Constabulary in Northern Ireland. He has fought
constant terrorist attacks in a number of strategic,
tactical and operational roles, which encompassed consequence
and emergency response management, serious crime & terrorist
investigation and strategic counter intelligence. A
large component of his experience includes policy and
procedure development, and security reviews and vulnerability
assessments of government facilities. His most recent
project has been the establishment of security and emergency
preparedness for a number of major public transport
operators in Melbourne.

Peter
Moore, Executive Director, International Association
of Public Transport (UITP)
Peter Moore is the Executive Director
of the Union International des Transport Publique -
UITP - English translation - International Association
of Public Transport (Australia / New Zealand), based
in Canberra.
The Australia/New Zealand regional office, established
in 2000, is part of the UITP (Europe) network. Formed
in 1885, UITP (Europe) is the foremost advocate for
mass transit in the world with over 2200 Members in
85 countries. Other regional offices of UITP are Hong
Kong, Rome and Moscow. Peter is a qualified accountant
and has a varied background having worked in a number
of roles in the oil and gas industry with Esso/BHP;
and as a Senior Director with the ACT Government including
the period to establish self-government for the Territory.
Peter was an Air Traffic Controller in his younger days.
Peter has addressed a number of
major national and international conferences including
two World Transport Congresses in London (2001) and
Madrid (2003). Peter has a Degree in Business/Accountancy
from the Royal Melbourne Institute of Technology and
is a Member of the Chartered Institute of Logistics
and Transport.

Michael
Roach
Michael, recently retired from ASIO where he had served
for thirty three years having worked in many operational,
analytical and strategic positions. He has had major strategic
and operational involvement in Australia's Counter Intelligence
machinery at Federal, State and International level and
has managed ASIO's Counter Terrorist Response and deployment
area, ASIO's Protective Security Group (T4) and held the
position of Security Adviser for the Organization. Now
as a Strategic Risk Adviser he specialises in physical
and protective security measures relevant to today's terrorist
threats. Michael has spoken on security measures in Korea,
Singapore, NZ and in Australia to government and business
areas. Some of his workshops have covered; Understanding
and preventing suicide bombing attacks, Suicide Bombing
Mitigation Strategies, Importance of and how to prepare
Security Plans; Auditing of Security, Defining the Threat
to Surface Transport and Countermeasures, Shielding Critical
and Non Critical Infrastructure from Vehicular and Suicidal
Explosives. |

Priyan Mendis, Chair
Session on technologies that can help to prevent attacks
on mass transport
A/Prof Priyan Mendis is the Convenor
of the Research Network for a Secure Australia. He is
also the Head of the Advanced Protective Technology for
Engineering Structures Group (APTES, http://www.civenv.unimelb.edu.au/
aptes) at the University of Melbourne. He has written
more than 150 papers on protection of infrastructure.
Priyan worked as a Consulting Engineer with Connell Wagner
Ltd. before joining the University in 1991. |

Athol Yates
Executive Director, Australian Homeland Security Research
Centre
Athol Yates is the conference's Program
Committee Chair.
Athol specialises in analysing national
security policy and the role played by the private sector
in enhancing national security.
He has written extensively on the
subject as well as giving a large number of invited
presentations. Athol's qualifications include a Bachelor
of Engineering, GradDip Soviet Studies, and Masters
of Public Policy.
He is the editor of the Australian
Homeland Security Market Insight and the National
Security Practice Notes. His most recent publication
is the The
business opportunities in supporting the Australian
Intelligence Community
His work as the Associate Director
at Engineers Australia resulted in him publishing the
report: Engineering
a Safer Australia: Protecting Critical Infrastructure
and the Built Environment.
